AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democracy just over a week before national elections.
Testing Reveals Consistent Bias in Chatbot Recommendations
The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog noted in a report published ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the stances of these parties, the report indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”
Election Context and Party Dynamics
Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed around Europe for the performance of the Freedom party.
The far-right party of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.
All major parties have ruled out an alliance with the PVV, implying the runner-up party is most likely to supply the future head of government.
Unintentional Bias Linked to AI Operation
The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
